Why do i have to pay for every claim an access amt

As of jan 2013 i started payinyg an additional 59.00 which i was informed that this is a new touch up policy, but i can only claim after 3 months, iam currently paying 949.00 59.00 each month on my 2011 toyota corrollo, .about 1.5 months ago i decided to claim with the touch up policy and i went in for an assesment and i was told that this repairs is too much and i only get covered max 3000.00 and the amount by the assesors came to 24000.00, i spoke to budget and they said i should make a claim with the main department which i did and now they say i must claim on all dents and scratches individually and for every claim i must pay an accesss amt seperatley, iam not sure as to what is going on but i feel that iam being robbed, please could i have some knowledge of what can i do to elimanate this problem.thanks
