Cannot apply due to "technical error"

I applied for a credit card online early in this year. The system came back with a reply that there was a technical error. I left it there, and tried to re-apply about two months later, at which point the system said that there was already an application, and that I needed to give some reference number that I did not have. I phoned the call center, and they confirmed a "technical error".
I was advised that someone would contact me. A few weeks later, and no contact. So I phoned the call center again. Exact same response: They confirmed a "technical error" and someone would contact me. The next day, someone phoned at 8 in the morning while I was driving. I asked the person to phone at 9. This was a month ago, and if somebody did phone, they left no message nor a number for me to phone back.

This is really bad service even before I am a client...
