Kia Maintenance and Service Contract not honoured

I have a Full Maintenance and Service Contract through Liquid Capital and Kia. My brakes started to squeal incessantly and the dealership (who were exceptional in thier service by the way) advised that i needed new brake disks as the old ones could no longer be skimmed without breaching safety standards. All this was communicated to Joe in the claims department, a number of times. Each time he simply replied "Why can't they just skim the disks? " even though it was clear that skimming would put my life in danger and make my vehicle unsafe for driving (according to Manufacturer Spec). After a full day of fighting with Joe, the Dealership was simply told that he will not authorise the new disks... even though these are covered on my Maintenance and Service Plan (comprehensive) and even though it had been clarified that this would compromise the safety of the vehicle.
I was left to follow this up with Joe, who, for TWO WEEKS, simply did not give any feedback at all. Service consultants from Liquid Capital did not return calls on three occasions even though they promised to do so each time I called. And each time I called them I had to start again. I still have no reply on this.
