R400 Cash Promise

I made a request for a car insurance quote from Outsurance somewhere between September & October 2012, their call centre called me to to do the quote but they failed to beat the one i have with my insurance company. As they always advertise that they will give out R400 if they cant beat the quote you already have, they promised to pay that amount and took my details but still even today the haven't kept their promise. It's not really about the money but about ethics and principles, how can they do such an advert but never keep to their words? Its really not on and i believe there is some law in the competitions act regarding advertising which they are contravening, so if they know that they wont keep their word then they shouldn't make such promises.
