Money deduct from voucher cards

O dear. Where do I begin. I entered for a competition. Won 3XR500.00 voucher. I sent one to my friend, I use the other 2. So yesterday, I sent an email on behalf of my friend so they can activate her card. Today they told me that there is R480.00 available, where there is 2XR10 dormancy fees deducted from this voucher card. I did not read anywhere that this will be deducted if the cards aren't in use for a certain time of months. That is so unprofessional from them. Then they should've let the people know who host the competitions to notify the winners that this will happen. Bad bad bad from them.
