STILL no conclusion regarding outstanding Pension

I posted an email a while ago regarding a pension payout that was owed to my mother 18 months ago. After numerous emails backwards and forwards, we were told that she cannot receive the payout as the fund is in my father's name. My father ceded the fund to her in their divorce settlement 15 years ago. He has lived out of the country for 20 years and has no interest in receiving payment. He has communicated all of this to Old Mutual, but they say that the money will be left as is until my father's death, when it will go to his estate. How is this fair or laudable? Why were were not informed of the legal issues 18 months ago?
