Liberty promises 5 day turn around time

Filled in payment request form and sent it away on 21 june 2013 after speaking to consultant who said the turn around time is 5 days. contacted liberty on 24 june 2013 and submitted banking details. contacted the 27 june 2013, case now escalated. called friday 28 june at 14:30, call center closed for staff training. called monday morning 1 july there systems down. called monday 16:00 consultant assures me they will contact me by 09:00 2 july, that did not happen. i called them at 9:15 case again escalated. WOW is this incompetance or is it passing the buck? i dont know what to do to get a response from them, its ten days
