Insurance refuses to pay out

Santam refuses to pay out for 2 laptops from the Reception at my backpackers. The perpetrators opened the back window by allegedly bumping the steel window frame until the metal leg pops up (according to the police this happens frequently). They have then used a hook to bring the 2 laptops in their carry bags to them. Santam refuses to pay out, as they claim that it is necessary to have physical signs of entry or exit. I feel this unfair and they ignored my request to point this out in our agreement. I have Tourism Insurance and wanted to know what happens if this was property of my customers. Also this they ignored. I have been with Santam for 10 years and have thus far claimed to the value of R6577 only. I first addressed my broker, then Santam Complaints Dpt, then the Ombudsman (who hasn't come back to me either), Get Closure and now yourselves. I am obviously very frustrated with the situation and deeply dissatisfied. Thanks for your time.
