Western union fails to repair my car after acciden

I was involved in the accident and i called my insurance while on the scene asking them for advices about what to do and i was adviced that i should report the matter to the police so that i can get the case number and accident report and i did as told.the following day i called my insurance and referred to CHS (claims handling services) to report the claim.chs asked for all necessary documents so we can proceed with the repair of my car.i got 2 quatations from the panelbeaters as i was told to look for them.i handed all documents in.after few days the reffered me to the panelbeater for their assesor to come and make final assessment.after the assessment i got the sms that the will tell me 48hrs about the outcome.yes i got the call from chs saying my access of 5000rand has increased 20000 and should pay the panelbeater that money after my car being repaired.i told where wil get that money cos all we agreed with them on my contract was to pay only 5000rand.and they gave an option of paying that 20000rand or check with the victim if her insurance wont be able to fix my car instead.because i couldnt have that money they ask they told me they going to close the file.
