Santam's bad service

In short a woman drove right into my mother in law's car. This woman tried to cross the road in oncoming traffic and basically drove head on into her car.
We got 2 quotes like Santam asked, the one Company is one of the best I know and they quoted over R27 000 to fix the car. The other company quoted about R21 000.
Now Santam only wants to pay out R12 000 where my mother in law will only receive 80% of the money and the other women 20%???
This is definitely not acceptable as the car was in showroom condition before the accident and now they want us to take it to a backyard spray painter to fix it. What bothers me the most is why give 20% of the money to the woman if its 100% her fault and she has 3rd party insurance in any case???
