First for Women will not refund my money

Phoned call centre for a policy with first for women (23.04.2013) on agreement that the policy will only be effective on the day I take delivery of a car that I was still applying for which will be communicated by me with proof of delivery etc. I informed them that there are complications and I'm not taking delivery of the car until further notice on the 26.04.2013 and they said that I should inform the when I do actually take delivery of the vehicle. On the 29.04.2013 there were two amounts deducted from my account which amounts to - R1000.00. I queried this and they said that they will reimburse the difference upon delivery. I was informed that I do not qualify for the vehicle and I contacted first for women to refund me. On 13.05.2013 I spoke to Luyolo who said that they will refund me within 7 working days. I called to follow up as to why I was not refunded only to find out that they need proof of NON delivery to refund my money for a car that I did not get or did not authorise to deduct from my account. Today 28.05.2013 i call them to tell them that I have proof that the car was not purchased by me and they tell me that they can't help me. Why won't you refund me?
