Tracker Certificate Issue

I forwarded my tracker certificate to [Email Removed] 8 days ago. I received an acknowledgement email, and an assurance that the certificate has been forwarded to the right department to capture on my policy. Yet, this morning I receive a "friendly reminder" saying that Budget has not received a tracking unit installed in my vehicle. Tried calling the customer service line, and conveniently it's outside of operating hours.
