Car written off but still on my name

I was involved in an accident in July 2011, after 13 times that my car went back for re work it was written off in Feb 2013, I then went and purchased another vehicle in April 2013.

To my surprise the dealer notified me that they could not take out the licence on the new car as the old car is still on my name and there is an amount outstanding on the renewal of the licence, I notified VMI of this and they said they will get it sorted, to date, it is still not sorted out and I am now liable for a roadworthy certificate as the RWC on the new car has expired and I have to pay for the registration of the vehicle and still the outstanding licence fees that is accumulating interest.

So up to date it is going to cost me in excess of R3000 to get this sorted out and yet no response from VMI.

So yet again, a lack of communication and no service.
