Approving a loan and then after 4 months NOT!

I applied for a RCP in Feb, never got the money and then suddenly they started to take instalments from my account on which I rejected them. Contacted them and put through a complaint, but also said I would still like to take the loan if it is available, which they said it is approved and available, just needs to be linked to my account and they will write back the fees that have been accumulated.
After not hearing from them and following up week after week they now turn around and tell me they have a stop on the RCP because I have a Credit Card that has been handed over, which is not the case at all-I have been paying the attorneys month by month and now need the RCP to settle the CC because I got a very, very special deal. The Bank is just not getting back to me and how can they now turn around and tell me this when the loan was approved in February already: REF:53135151
