Who's money is it

I cancelled my previous car insurance i've had for about 8months, i took out a new car insurance and both debited and the previous insurence debited incorrectly, according to the branch they need permission from my previous insurance to reverse the payment
The debit order is not for a loan but my money and it does not make sense to have two car insurance. why do i need anyone permission with my hard earned money
