Debited money without permission

I received a message on 17/5/2013 at 10:25am from loan detector SA about qualifying for a loan. as I always get these types of messages per sms or email I ignored it, as I thaught it might be SPAM. at 10:35 the same day I received another sms stating that they need bank statements etc and that I must pay them R 399 if I want to proceed with a loan application. I also received a reference number from them Ref#:9521001297493. Again I ignored it. This morning I recieved a message from my bank stating that Loan detector SA debited R 399 form my account. I tried phoning them on 0860 021 022 (foond on internet) but the phone rings for a few times and then it is dead. The problem is I now do not have enough money for my debit orders which will be debited between tonight and tomorrow and now I will probably have to pay extra money to my bank when my debit orders are returned unpaid and my insurance will be cancelled. I need my money back NOW!!!
