Manager refusing to refund the client as advised!

In the past two or three months I raised a complaint about my mom's card that was lost but the bank never closed the card when it was reported. As a result, a number of withdrawals were done using this card.
Standard bank department (Eugene) did an investigation and found that it was bank staff fault then he advised that the Standard bank Tongaat branch need to refund my mom's money including the bank charges.

Sharoon was sent an email to execute this refund since it was this branch's staff fault. Its been more than a month now, she does not want to refund this money. She tried to frustrate the situation by adding unnecessary things like police affidavit as required, which was supplied but up until now she has not done the refund. She has been promising to call my mom more than four times but she never does.

My mom is frustrated by this, let alone time and money she spends to do a follow up on this issue!
For a 70 year old who has only banked with Standard bank all her life, is this the service she deserves?
