Duplicate transaction for online purchase - refund

On 12 July 2012 I purchased software from Palo Alto online. Due to a glitch in the ordering process, my transaction of R1439.47 was duplicated. I reported this to Standard Bank within a few minutes and I was promised a refund. Over the months I phoned again and again but was told to be patient because these things take time. At no stage, until last week, was I asked to complete a Cardholder Statement of Dispute. Now I am told that because I did not report the matter within 60 days, I have no valid claim.
