Will I ever get my R800 back?

In Sept this year I bought an R800 voucher from Wicount for a full day Spa from "Zensation Spa" as a gift for my parents 43rd wedding anniversary, where the massage therapists come to your house for the treatments. We made the arrangements for the 18th of Oct. but the therapists never showed up, even after email confirmations (they never answered their telephone and it was impossible to get them to phone US, even after my requests via email. I then immediately phoned Wicount and asked them for a refund, as I did not wish to deal with a company that obviously did not want any business. Spoke to a guy named Leroy who has always been very pleasant and helpful on the phone, promising me each time that they are "escalating" the problem and that my refund will be processed within the next few days. We are now in NOV, almost 4 weeks since we tried to get the refund and I would like to get the money back so I can at least get my parents another anniversary present! Each time I speak to Leroy, he keeps promising me that they will pay the refund back to me by the end of the week. I'm starting to think he's making excuses and that I'm Not going to get my refund. I'm very disappointed.
