Non-delivery of credit card

My Kulula credit card expired during October 2012 and eversince I have not received a replacement card from the credit card division. I have phoned numerous times to complain and were promised that it will be send to me via courier and eversince I have not received anything. Since when does a bank / financial institution from the customers to remind them to render a service - very unprofessional service
