Does RCI do swaps, or are all put for rent?

I wonder if you can advise me on something which is beginning to concern me?

I have been an RCI member for some years now, and found the timeshare swapping a great feature.

However, for the last couple of years I have found that every time I have tried to book there are dozens of expensive rental units available, but no swaps. I tried for a December 2012 / January 2013 booking in the Garden Route in September 2012, and never received any offer. But I saw many rentals available in that period.

Sometime told me he was convinced RCI are only offering space banked units as rentals as they make much more income on that basis, and I am beginning to have the same suspicion.

I have just tried a booking with 12 week spans on a few resorts. All have many rental units available. But no swaps.

Can you advise what, exactly, a rental comprises, and who received the rent? The owner or RCI?

And are those marketed at the expense of swapping?
