Complete over charging for changing of flights

We were due to go to Cape Town for a wedding in December, which was cancelled. My wife contacted Kulula, to find out our options, and was informed that we could put the tickets on hold for 6 months, and when we go we would just pay the difference in ticket price. Yesterday she contacted them and booked new flights, only to be charged an additional R700 (approximately) per person, over and above the extra for the new flight. I could have understood a small penalty if we had been informed about it, but R700 per person. When she phoned to query it today, they just said that we should have been informed in the beginning. R700!!! We could almost have booked new flights entirely. This is ridiculous.
