Bag lost, not living up to promise of feedback

My bag got lost on SA366 from Cape Town to Johannesburg.
Johannesburg ground staff said at 22:00 that the bag is in the basement, but person working with it has left.
Then they promised I would be phoned by 06:00 following day and have the bag delivered 08:00.
That time has passed. At 11:45 I phoned them and were kept on hold for 10 minutes.
The lady at the call centre said they have no idea where my bag is, "maybe" someone in Cape Town may be looking for it, but she does not know, because "Cape Town is like a different country" to her. And nobody in Johannesburg reported a bag to them.
Furthermore, she said that it is not their policy to keep people updated about progress with finding their bags.
Seriously, what kind of service is this?
When asking if I should fill out a claim form for the lost bag and contents, she said I could not, because if I don't have the bag, how can I know that the content is missing? What kind of logic is this? If SAA threw away all my luggage, then surely all the content of the bag and the bag itself should be claimed for.
Trying my best to stay positive, but maybe my next flight should be one-way to Perth on Qantas...
