Unable to obtain a booking to UK with Avios points

Whenever we go on-line to get a booking to UK using Avios Points and Cash we are advised that there are No Seats available.
Last week a BA flight was taking off for London with ONLY! 80 PASSENGERS on board! Yet this plane can carry nearly 400?
Why are Executive Club Members never ever offered seats on these semi-empty flights?
