Of over 25 persons belongings on one flight

I do not live in South Africa but had to do a connecting flight from Johannesburg to Cape Town. Before checking my bag in I wrapped it up in that blue cellophane service the supply at the airport. What was that good for? When I arrived at Cape Town I waited and waited for my bag. I looked around. There were quite a few people still waiting but most had gone. My partners bag had, however come through... Eventually the bags started coming out. Cellophane missing. Other people had locks snapped off too... We went to baggage desk where one man was there to serve us all. there was no urgency in catching any perpetrator. All our bags had been opened and items including christmas presents. I also had a bag of rusks put in my bag!! I was promised an email on the 28th december (yesterday) but nothing. Whats there left to do? I asked the mango attendant how often this happens and he says all the time!! Not being from this country I am shocked at the callous way it was treated. I work for the tourism board in the uk and will make a note so foreigners know the dangers of flying with mango airlines.
