I want my cash back of my tickets not a vouche

On the 13th of December I bought two tickets cash which was R340 each travelling from pretoria and midrand to bloemfontein. On the 23rd I went and I changed them to the 2nd of January travelling from bloemfontein to midrand and pretoria where I had to pay in R40 which I did. Now today 28th of December I want to cancel the tickets the Ernest from the bloemfontein office says he can't give me money back because shonisani from pretoria transferred it into a voucher. The reason for cancelling is I will be travelling by car now and therefore I don't need the tickets anymore. He still doesn't want to give me my money back we must wait for shonishani to return to work.
What I need to know is why when someone buys a ticket cash on cancellation it must be a voucher?

Does the person really have to wait for the one that did the job, why couldn't he just help me and give me an proper answer.

Worst part I was never explained that if I cancel I'm gonna get a voucher and not my cash. I send an email to Intercape today and still no answer, or is there just one person that receives the emails now I have to wait for that person to respond?

I want my cash back not a voucher!
