Forced to buy another ticket

I have a monthly ticket from Plumstead to Bellville, I had to attend training in Town for two days, i was stopped on my last day and told i cannot enter and have to buy a ticket. I find this stupid and a money making scheme. Why must i pay when there are people begging on the station with no ticket.
