Delayed paperwork now Promised bookings lapsed

We bought extra timeshare points in December 2012. we were promised that we would be able to make bookings as soon as the bookings opened in January.
To date the promised paperwork and website access has not come through (six weeks) but now we have been advised that No bookings whatsoever are available in Natal as we are too late to book, All the bookings have been taken.
This is an on going problem with Unipooint, LVC VRS QVC (all different names for the same business it seems)
Pay your money but No Bookings are available!
Nothing has changed.
