Claims to beat the Price and then charges more!!!

I have sent a quote from Jet Airways to Victoria Phillips on 13/08/2013 to beat. On 14/08 she responded requested the travellers details to book the flight, which I immediately sent to her. At no point did she ask me to make a payment or send me the Ts and Cs. On 15/08 I requested a progress update as I had heard nothing from her. She then advised that she could get the flights cheaper if she combined it with accommodation. I advised her that the domestic and international flights calculated to R8000 and only if she could beat the price, must we go ahead. At no point did she advise that the Jet airways flights were not booked. On 17/08 I sent a follow up mail to her advising her that it had been 5 days from my request and I have received no confirmation, and that I am not willing to pay any increased fares due to her negligence.
On the 19/08 she then responded with a quote of R25634.00. I immediately responded saying that this was not cheaper and to go ahead with my initial inquiry. On 22/08 she then responded that she had flights on hold for me at R6780 per person. The reason I requested the flights at that time was to pay the fares at a lower price. Utterly Disgusted at the service!!!
