Kulula does not comply with IATA recommendations

My 81 years old father in law was told to remove items from his luggage as it weighed 22 kg. He had to remove a bag full of medicines (he suffers from an unusual type of cancer). The exact same bag and weight was let through 2 days earlier by Kulula at ORT airport. The accepted IATA rule is that luggage cannot wieigh more than 23 kg. His luggage should have beed accepted and if anything, charged extra for the 2 kg overweight. This is what happens when incompetent people are given the authority to kick you out of a plane if you disagree and argue with them. The persons involved are the above supervisor, Christopher Naidoo and Latoya Stainbank at the check in counter. Why isn't Kulula training their staff? Is there any use in belonging to Iata if their recommendations are to be simply ignored? What is the protection of any and all passengers against this type of abuse of authority by people that enjoy their moment of glory?
