Luggage damaged and pathetic customer service

On 30 April 2013, my parents flew from Cape Town International to Lanseria Airport to visit me and my wife and arrived just after 10pm. When they collected their luggage, they noticed that the lock on one of their bags had been broken off and the bag was completely open. We immediately tried to report this bit was told by staff that the correct office to report this to was closed and we should report this the next day. We tried calling today for several hours without success as the lines are constantly busy and we were requested to leave a message, which we did. It is extremely frustrating to call and not be able to even speak to anyone to report this.
