3G not working for more than a month

My 3G on my iPad and my modem has not been working for more than a month now. I have been to Vodaworld Nashua mobile where they said it is a RICA problem. I then went to the Elarduspark branch where I was told that I need to do a sim swap for both sims at R 140 each!!! Another week has gone by, I have been back to the store and still no 3G. This is ridiculous.
