Incomplete Installation - Still being billed

I had requested that my line be transferred from one location to another, this was logged at the end of Jan. There was an issue with the new building not being able to have lines installed, i have not gotten feedback from anyone with regards to the status or what is being or will be done about the line, but i am still being billed, i have made no use of the line sine the end of Dec, can anyone at telkom wake up and check why i keep logging disputes against my account??? and possible someone from telkom follow up with the branch???
A technician said that he would follow up with the building owner but i have gotten no response. Please get my account sorted out or cancelled if the installation is not possible.
