Not able to add contract to sim card as promised

My girlfriend is in Grahamstown for a year (I am in Cape Town) and I wanted to take out a 3G contract for her. Not knowing how much data she would use, I purchased a prepaid 3GB data dongle package from Cell C and sent this to her (over a month ago). I confirmed with the Cell C sales rep that when I wanted to take out a data contract for her, I would be able to do this on the same sim without it even being present. As it happened, she was down here for holiday last week and I took the sim to the store on Friday 09/04/2013 to add a data contract to it. They had problems doing this, but told me it would be sorted out this week. They said I could send the dongle and sim up with her this last weekend and the contract would be activated during the week. I confirmed this 3 times with them. Now I have been told that they can't add a contract to the sim. They want me to buy a new sim with the data contract, charge me a new connection fee and I will still need to pay a courier to get it up to Grahamstown. This is totally unacceptable. At least Cell C should waive the connection fee and send the new sim to Grahamstown. I still don't understand why they can't add the contract to the sim.
