Closed account and still being billed

I started off a happy customer everything went according to plan. Install was fine, setup was good and everything worked fine until billing. I never one used account and requested Vox to hold this one until I move into my new offices. The rental agreement fell through and informed that we haven't activated this account. I then started get bills for this account that has never been used so I queried it. Accounts department said they would take it up with Sam included on all emails. No response. I paid my other accounts and said once they have credited me I will pay the outstanding amounts. I am still waiting 4 months later for a final account to settle after I email accounts numerous times. I then get a call from 0836066087 Thembi says he has handed me over to legal and he doesn't have to help me. I asked to speak to his manager and he claimed "he won't help you because I say so talk to me only" another peach "all I am going to do is ruin your credit record" If this is the way that Vox treats their customers then I am discussed. Not only must I chase to get a final bill and then chase to find out what's happening in my account the number I call back 6087 is always engaged
