Cellc prepaid airtime not received

I purchased R100 airtime using ebucks and order reference number is: 31696051. I would like to bring to your attention that the airtime hasnt come into cell no 27840872102 as yet. I have complained on numerous occasions to cellc but to date nothing has transpired. Asked to speak to supevisor but he is too busy to take my calls. That left me with no option but to complain to u.
