Are you responsible for software updates (Android)?

I'm sorry if I'm misdirecting this but then tell me who is responsible for Android updates in our country? I have a S3 Samsung Galaxy phone running Jelly Bean which we got in November. Version 4.1.1, in the meantime 4.1.2 and 4.2.1 and 4.2.2 has come out internationally. I know they take time to get to us because of testing. But by now I expected atleast 4.1.2 to come to us in South Africa. As it is 3 months after the update came internationally.
Some of us are waiting for updates as we spent alot on these smartphones and expect updates regularly.
Where is the hold up? Thanks in advance for feedback
