Removing third of data-bundle then passing blame

I bought a NeoData dongle in July 2012. In Aug we had a house breaking & it was with 7 gigs left. We opened a file with the police & organized with Neotel to move the remaining data from the device onto a new device, we were required to buy a new device with 24gig loaded & they would add on the 7gig from the previous device. After 21 Aug 2012, we heard nothing from them, supposing the job had been done. 2 days ago, our device stopped working, so we phone the helpline to ask whats wrong, only to be told our device is out of funds. We check our logs (none of which have been deleted) & saw that from the date we got the new device, we have only used 17gig. Therefore what it turns out that they actually did is remove 7 gigs off of our new device instead of loading the 7 gigs from our old device. So we are missing 14gig of internet usage. We call up the helpline and explain all of this, they tell us they will refer it to the IT dept along with the reference number, but with no expected time to have the issue resolved. So I'v called them every 1/2 hr to check an update. At first they were ok, but then they started getting rude, passing the buck&Putting the phone down on me!
