Forgot to put up Insurance/explain the process

Me and my wife went to upgrade our cellc contract and that day we where asked if we wanted insurance on my phone, We stated yes we want and that is where it was left. My phone got on the 11/02/2013 and as i phoned cellc they said no insurance was put on the contract and that the sales rep was supose to tell us that we must have phoned in and activated it our selfs. Now they just pull up their shoulders and say its our problem. Now i must still pay for a service and a phone that i dont have. And they dont respond to our calls
