You can upgrade, but we changed the date

I've been a customer with MTN for many years, no hassles. I received notification that my two contracts are eligible for upgrade and went online to their site to confirm. It was true, so I made use of their online store again. Got a call back real prompt, but was informed that the date given me for an upgrade was a month later, then got transferred to another department to whom I had to explain why I was calling, not professional. I was told after a while that I may upgrade, but it seemed very unenthusiastic at the time, so I asked them to please phone me back the next day. Needless to say that I'm still waiting for a call. I then entered a complaint online on MTN's website and a day later received a response: "we apologise for any inconvenience, but MTN has changed its early upgrade policy" (what a comeback). I then went online again this morning to check my upgrade status and it still confirms 02/02/2013 and thought I should phone 808 and check my status there as well, and low and behold, it also confirms that I am entitled to upgrade. This confuses me, for I may and may not upgrade, MTN is not consistent in its answer, is it mere incompetence? A sign of where service is headed?
