Poor speeds

For the last 5 months I have been experiencing extremely poor download speeds so I upgraded the package and guess what the speeds I am now downloading have got worse I have just done another speed test download a wopping .74 and an upload of 1, 08. Instead of the 4 gigs I was promised so I am paying big money for speeds slower than an old dial up and noone is getting back to me and no one cares about my plight. Management are ducking and diving, the call centre does not know why. This is just shoddy service of a company that does not care.
