8ta mobile network in my place is extremely bad

2 years ago I signed a contract of a 10 gig mobile internet. Even though by that time i was almost in a last point where coverage goes, everything hasn't been bad. My stats log could go to as high as 4Mbps download but recently, I hardly finish my allocated bundles due to a very poor signal. It keeps disconnecting and i hardly download average files about 100MB successfully. This has been going on for a couple of months now without improvement.
Even right now on day 17, I still have gig remaining (Hello! You have 10011 MB Telkom Mobile data available. 10011 MB will expire on 01/12/2013. Time: 17/11/2013 16:45:21)
This means that i have just used less than 250MB in 16 days and there's no carry over for the unused bundles. Telkom gets the full amount but i only get a rotten pork back from them.
When i report to 081188, No one dares to try to trace a problem or even seeks a solution.
I never know who's supposed to help me or even a way forward though they're in a customer care center.
