No signal at hospital

I work in a hospital environment, which means a cellphone is often used as a tool in life and death situations. The reception in the hospital is appauling, and even worse in the basement where offices are built, as soon as one leaves the premises especially the basement area the signal is full with all capabilities intact. Kindly adress this issue with urgency.
