2 Weeks and laptop not delivered

My husband applied for the Acer laptop that you have on promotion 3 weeks ago. On the 9 Jan 2014 the contract was approved. We have been waiting for the laptop since. On Monday 20 January 2014 he went into the store to enquire when he would receive the laptop Nthabiseng assured him that the manager Ettiene was aware of the contract and was personally attending to the order and promised that it would be in the store on Tuesday 21 Jan 2014. When he asked to speak to the manager she insisted that he busy on a call, he then waited for more than 20 minutes and still didn't see him. We then called yesterday to find out if the laptop had arrived only to find it hadn't when I wanted to speak to manager one of the employees placed me on hold and attended to a client without telling the manager that there was a call for him. Eventually the manager called my husband to return yet another call only to find out that the order was not placed and he, the manager, was not aware of the contract contrary to what Nthabiseng had told my husband. This is very disturbing as this is not the first incident we having with this branch they took 5 months to deliver our TV that we had applied for.
