Great deal - NO stock

I have put my name down for an upgrade on the new I-phone 5 with Straight Up 200 contract. Since I have given my name to Somerset Mall Cell C, they said my name is between 30 and 40 on the list. It has been about 4 weeks, and that is where my name stays.
They receive 1 or maybe 2 phones a week.
How is it possible that they can keep advertising this deal, even in the new catalogue when they dont even have enough stock to supply people waiting from maybe December or earlier. This is really upsetting.
Vodacom and other companies has these phones readily available for contracts and upgrades... is it time to move over after 8 years??

I have enquired about the I-phone 4S deal now - because I can just see if i have to wait for my first choice i might only be able to upgrade in June!
