Telkom mobile and My Spending Limit Headache

I am subscribed to telkom mobile with 2 contracts. Both is on SmartPlan50 with the one device being a Samsung S3 and the other a Samsung S4.
I reduced my spending limit for both numbers In September, but the S4's spending limit was not set for some reason.
The problem is the spending limit did not take effect on the 1st of October which resulted in the account being high.

Telkom mobile closed both cases that I logged ref:6868012 telling me that no spending limit was set for that number.
I then sent them the PROOF that I received a sms that states that the spending limit was changed and will take effect on the 1st October.

The second ref: 7134562 where they told me, "spending limit does not update in real time" (which I understand cause it should have changed 1st October but it did not, that why the R500 spending lmit was used in October and added to November's invoice) and the spending limit is not guaranteed therefore customer should always monitor their spending limit.
I asked billing to give me documented proof in the terms and conditions where it states the spending limit is no guaranteed. I'm still waiting but the case is closed.
