A I Phone 6 was bought on my account

My account uinexpectatly went up with R600!
On query it was noted that a I phone 5 was bought on an unused line contracted on my account which I were about to cancell.
What happen to FICA??
Why are we required to FICA if you guys don't check it!!
The delivery adress for the phone are in Germiston, although I stay in Centurion!
