Lag and high Ping on my telkom line

I have called the call center about 15 times this year alone and i still have a problem that wont go away . every time i call i either talk to someone who has no knowledge of computers and only knows his/her opening sentence. or i talk to someone who knows whats happening but is to lazy to help. I am writing on Hello Peter because i am sick and tired of being ignored as a paying customer . the problem seems to with the exchange in my area and everytime i call i ask them to put me into a different exchange or anything that could help and it only works for 2-3 days then its back to slow internet and unstable connections.
