STILL NO REFUND 28 DAYS AFTER DEBITING MY ACCOUNT

Reference SREQ_109373636 - It is now 4 weeks since Neotel debited my bank account with another's Bill. Despite notification on the 12th November that this was being dealt with urgently and subsequent notification on the 18th November that a request had been submitted to Billing to "Request" a refund. This has still not happened!!! Neotel is not interested that I do not have sufficient funds in my account to meet my debit orders, because of their illegally debiting another's account from my bank account, and then not refunding me the funds taken from my account.
