More then 1 years since my landline was working

My landine stopped working in June 2012 my dad and i reported the fault and was told they will send someone out but that never ever happened and this had been reported many times. I called and was told they will send someone out and call me back but that also still did not happen i got a letter to offer me a cell contarct because they says there is high cable in the area yet my nabours lines work.it was a waya waya line and i had it put in for my getting hold of my father that is 68 years old he does not want a cellphone and i cannot recharge the line because it is dead i was told it was suspended because i did not recharge it how can i when the line is not working its dead i don't have a problem buying the R150 to recharge the account i just want to know how will i recharge the line if the phone line is not working its dead? and i also don't want a R300pm payment i want the waya waya i had just come fix my line the agent goes out and sleep under trees and in the vans and don't go on the call outs they get i want my phone to work that all i am asking and i know its not allot to ask really the service i have been getting is bad and i will not pay a call-out fee come fix it.
